Abstract
It is shown that Lower Hybrid Waves (LHW) can arise due to drift instabilities in the magnetized plasma of the lower solar corona. These LHW can preheat $^3He$ ions preferentially over $^4He$ ions and thus the former can be preferentially injected above the threshold energy for the subsequent second stage acceleration resulting in the enrichment of $^3He$. Since this mechanism holds good for any arbitrary ratio of Te/Ti (electron temperature/ion temperature), this can explain the class of $^3He$ rich events which do not possess all characteristics predicted by the other models postulated so far.
